About the Ministry
The specific nature of the transition of every state to information society is determined by its political, socio-economic and cultural peculiarities. The conditions of the Republic of Moldova essentially differ from those in the developed countries. That is why the creation of the information space of our country should be different. The meticulous analysis of the situation shows that during the creation of the information society we should rely on the national possibilities and real characteristics of the standard of living in Moldova and socio-cultural peculiarities of the republic. It is not a traditional way, nobody approved it, but it is more appropriate for Moldova. Being guided by this thesis, the Government of the Republic of Moldova elaborated a set of concrete measures concerning the transition to the information society. The first step in this direction was the creation of the Department of Information Technologies on the basis of the Department of Registration and Documentation of Population and the territorial departments of registration and documentation of population of the M.I.A., the Main Directorate of Civil Status Acts and State Chamber of Registration of the Ministry of Justice and the Main Directorate of Informatics of the Ministry of Transport and Communication. (The Resolution of the Government of the Republic of Moldova No. 398 dated June 6, 2001). This event was neither spontaneous nor even accidental. All basic subdivisions of the Department of Information Technologies have been directly related to informatization. But from various reasons, they did not work together. Now, they face an important task to create the information files of the National Information System - the State Register of Population, the State Register of Legal Entities, the State Register “The electronic digital map” of the Republic of Moldova, the State Register of Transport Means, the State Register of Drivers, and other registers. This approach helped to create an integral system that became the foreground of country’s informatization. Practical application of information technologies contributed to experience acquisition and development of theoretical basis of country’s informatization. The Department in close collaboration with international organizations, state and private departments, and nongovernmental organizations elaborated policy and strategy of the Republic of Moldova informatization. The Moldovan Legislation on informatization and information technologies usage was improved. The Ministry of Information Technology and Communications of the Republic of Moldova was created on the basis of the Department of Information Technologies and a part of subdivisions of the Ministry of Transport Means and Communication in April 2005. The development of informatization and telecommunication was united into one branch and the solution of this task was entrusted to the Ministry of Information Development. Pursuant to the Law No.21-XVII dated September 18, 2009, there were introduced amendments to the Law on the Government No. 64-XII dated May 31, 1990, according to which the Ministry of Information Technology and Communications is a part of the Central departmental public authorities. The central apparatus comprised the Main Directorate of Information Society Development, the Main Directorate of Technical and Technological Policy, Normative-legal Directorate, Organizational and administrative Directorate, Personnel service. Besides, the State Enterprise “State Information Resources Centre “Registru”, State Enterprise “Posta Moldovei”, State Enterprise “MoldData”, State Enterprise “Radiocommunications”, State Enterprise “State communication inspectorate” and State Enterprise “Detachment of Paramilitary Guard” became subordinate institutions of the Ministry of Information Technology and Communications. Such a structure permitted the Ministry of Information Technology and Communications to lead state policies of informatization and communication more effectively, build and support cooperation in the field of informatization and telecommunication with the states and state unions; serve a methodologist in order to create information society in the Republic of Moldova and coordinate the elaboration info communication systems and nets by means of subordinated enterprises, organizations and institutions.
